How location pages are grouped
Each page uses the most specific location label available for that profile. If the best label is a country or state, the page stays there.

When a location page is ready
Location pages open in stages. A page needs three profiles, nearby browse needs eight, and broader pages only open when the coverage is strong enough.

Broader page language is tied to real location coverage only. If the location data is weak or the profile count is thin, the page stays plain.
